This information is what is used to start the credit report process and is only given once the consumer inquires about a loan - for example, when someone goes into a car dealership to take out a loan on a new car. The dealer takes their personal information to start the loan qualification process.

This section of the credit report is where any information from state and county court records is kept - like filing for bankruptcy, liens, civil actions against you, and foreclosures. Any debt that has been sent to collections for not being paid is also displayed here. Unlike the other two credit bureaus, that only make available soft pull tenant screening inquiries directly to the consumer, Equifax provides the option to background screening companies who re-sell their credit report, to make soft pull tenant inquiries available to the end-user (landlord, apartment, etc.). As an end-user (landlord), it is best to control the input, rather than allow the applicant to potentially compromise the results, by misspelling their name, date of birth or social security number. However, Equifax does require that the background screening company obtain a new Equifax Subscriber Member Number, otherwise their tenant screening inquiries will continue to be hard pull inquiries.
The soft pull credit report should be obtained from the same vendor as the original credit report. The Seller is responsible for obtaining the soft pull credit report and delivering it to CMS prior to receiving a Clear to Close. If the note is not signed prior to the expiration of the soft pull credit report, then a new soft pull must be delivered prior to loan purchase.
The soft pull credit report may not contain FICO scores, even if the FICO scores increase. The Underwriter is responsible for ensuring the soft pull does not contain FICO scores; if the Seller is unable to provide a soft pull credit report without FICO scores, then a full new credit report must be provided to CMS for re-underwriting within the same timeframes as the soft pull credit report expiration.
Answer from Randy: If you have an application for credit, you have a permissible purpose to pull a credit report. A signature by the consumer is not a requirement. As far as documenting delivery of disclosures, I'm not sure that I understand the question, but most banks attach a dated cover letter to the multitude of initial disclosures that are required to be delivered for proof of mailing date.
